LNG Bunkering for Ports and Vessel Operators
Bunkering is simply refueling a vessel. LNG bunkering means getting cryogenic fuel to a ship on the ship's schedule, at a berth that may have no permanent LNG infrastructure at all. Trucks and ISO containers are how most ports solve that before a bunker vessel or terminal exists.
What is driving the shift
Marine fuel rules have tightened in two separate directions, and the timelines are worth separating because they are often blurred together.
Sulfur. Since 2020 the IMO has capped sulfur in marine fuel at 0.50 percent by mass globally, down from 3.50 percent, with a 0.10 percent limit inside designated emission control areas including North American coastal waters. LNG contains effectively no sulfur, so it complies without scrubbers or fuel switching.
Carbon. In the EU the picture is already binding. FuelEU Maritime took effect on 1 January 2025 and applies to ships above 5,000 gross tonnes carrying cargo or passengers commercially. It requires the greenhouse gas intensity of energy used onboard to fall 2 percent against a 2020 baseline of 91.16 gCO2e per megajoule, rising to 6 percent in 2030 and 14.5 percent in 2035. Shortfalls carry a remedial penalty of roughly EUR 0.058 per megajoule of excess.
Globally, less settled than it is often described. The IMO Net Zero Framework, which would add a global fuel standard and an emissions pricing mechanism to MARPOL Annex VI, was approved at MEPC 83 in April 2025. An extraordinary session in October 2025 adjourned without adopting it, and talks are set to resume around October 2026. Operators are making fuel decisions on a rule that exists in draft, which is an argument for flexible supply rather than fixed infrastructure.
Regulatory status above is current as of publication. The IMO adoption timeline is still moving and should be checked before relying on it for a commercial decision.
The four ways LNG reaches a vessel

Most ports do not begin with a bunker vessel. They begin with trucks and containers, prove the demand, and build fixed infrastructure once the volume justifies it. That first phase is where delivered LNG does the work.
What a port needs in place
- An approved bunkering procedure agreed with the port authority and the terminal operator, covering the transfer method and the safety zone.
- A SIMOPS assessment if bunkering runs simultaneously with cargo or passenger operations, which is usually the point of truck to ship delivery.
- Trained personnel on both sides of the transfer, with competency aligned to recognised industry guidance.
- Compatible connections and a pre transfer checklist confirming hose, coupling, and vessel manifold match.
- A bunker delivery note recording quantity, composition, and energy content, since LNG is sold on energy rather than mass.
Where delivered LNG fits
The case for containerized and trucked supply is that it does not require the port to commit capital before the demand is proven. Storage is mobile. Volume scales with the call schedule. If a route changes or a vessel is redeployed, the equipment moves with it rather than sitting idle on a quay.
It also reaches places a bunker vessel will not serve economically: smaller regional ports, island terminals, inland waterway berths, and shallow draft destinations where the constraint is access rather than demand.
